146.01 ESTABLISHMENT; TERM; MEETINGS AND DUTIES.
   (a)   Established. There is hereby established a Charter Review Oversight Commission. Such Commission shall be comprised of three (3) members of the most recently seated Charter Review Commission as recommended by the prior Charter Review Commission and approved by the majority of Council.
   (b)   Term of Office. All appointed members shall serve a term of no more than five (5) years. The term shall commence with the date of appointment and terminate on the date of termination of the next Charter Review Commission.
   (c)   Meetings. At its first meeting in each calendar year, the Commission shall elect a Chairman who shall call the meetings and also be responsible for maintaining minutes. The Commission shall meet as needed but at least quarterly at the call of the Chairman in order to fulfill the Commission's duties and responsibilities. All meetings shall be announced by public posting, by newspaper, or at a City Council session, shall be open to the public; and shall be held upon any public premises designated by the Commission. It shall be bound in procedure by "Robert's Rules of Order Revised" except that the Commission may depart therefrom by adopting its own rules, by-laws or procedures.
   (d)   Duties. The Commission shall be an advisory and recommending body to the Administration, Council and to subsequent Charter Review Commissions. Copies of the Commission's minutes, reports and recommendations shall regularly be filed with the Clerk of Council and with the Mayor. The powers and duties of the Commission are to be general in nature, and shall not be final, determinative or of legislative effect. The Mayor, Council and department heads shall furnish advice and assistance to the Commission upon request to the Mayor. The Board's duties shall include, but not be limited to:
      (1)   Review and monitor Boards, Commissions, Administration and Council to ensure and maintain compliance with the provisions of the City Charter.
       (2)   Review and monitor pending legislation to ensure and maintain compliance with the City Charter.
      (3)   Annually the Commission shall prepare and maintain recommendations for items to be considered by the next Charter Review Commission. At a minimum, the recommendations shall set forth the specific Charter provision at issue; the reason for the recommendation; and the proposed remedy.
      (4)   Annually, the Commission shall prepare and maintain an audit listing all of the legislative actions that are governed by the Charter in order to assure and maintain compliance with the Charter.
      (5)   Annually, the Commission shall prepare and maintain an audit listing all of the actions of the Planning Commission that are governed by the Charter in order to assure and maintain compliance with the Charter.
      (6)   The Commission shall present recommendations and audits to the Charter Review Commission for consideration at the request of the newly seated Charter Review Commission.
      (7)   Any other duties or tasks specifically referred to the Commission by City Council.
