(a) All persons operating vehicles to tow, pull, or otherwise assist another vehicle from the scene after the latter vehicle has, for any reason, left the normally traveled roadway and become inoperative, shall not assist in removing such vehicle without first notifying the City's Police Department of the situation and, thereafter, awaiting such Department's personnel directed to the scene for the completion of any necessary reports of incident, or other official Police business. (b) Whoever fails to immediately comply with the notification requirements of Section 303.11 shall be guilty of a misdemeanor of the third degree.
