1313.03 AMENDMENTS.
   The International Property Maintenance Code is amended and revised in the following respects:
   (a)   Section PM-101.1 Title: These regulations shall be known as the Property Maintenance Code of the City of Twinsburg hereinafter referred to as “this code.”
   (b)   Section PM-102.3 Application of other codes: Repairs, additions or alternations to a structure, or changes of occupancy, shall be done in accordance with the procedures and provisions of the adopted codes by the City of Twinsburg.
   (c)   Section PM-106.04 Violation Penalties: any person who shall violate a provision of this code shall upon conviction thereof, be guilty of a third degree misdemeanor, and be subject to a fine of not more than five hundred dollars ($500.00), or imprisonment for a term not to exceed sixty (60) days, or both. Each day that a violation continues after due notice has been served shall be deemed a separate offense.
   (d)   Section PM 111.2 Membership of the Board of Appeals: Membership shall be by other provisions adopted by the City of Twinsburg (section 7.09 of the Charter).
   (e)   Section PM-111.2.1 Qualifications of the Board of Appeals: Qualifications shall be by other provisions adopted by the City of Twinsburg (section 7.09 of the Charter).
   (f)   Section PM-302.2 Grading and drainage: All premises shall be graded and maintained to prevent the erosion of soil and to prevent ad the accumulation of stagnate water thereon, or within any structure located thereon. No person shall cause water to drain onto an adjoining side yard area. Downspouts with splash blocks shall be directed to the rear or front yard areas when storm sewers are not available. No person shall change an existing grade without obtaining a permit. Exception: Approved retention areas and reservoirs.
   (g)   Section PM-302.3 Sidewalks and driveways: All sidewalks, walkways, stairs concrete steps, driveways, parking spaces, aprons and similar areas shall be kept in a proper sate of repair, and maintained free from hazardous conditions. Changes in level of public sidewalks, walkways, aprons, and driveways shall not exceed one-half inch (13 mm) in separation and/or deflection. Maintenance of all such surfaces shall match the existing material of such construction.
   (h)   Section PM-302.4 Weeds: All premises and exterior property shall be maintained free from weeds or plant growth in excess of six inches. All noxious weeds shall b prohibited. Weeds shall be defined as al grasses, annual plants and vegetation, other than trees or shrubs. The terms shall not include cultivated wildflower gardens.
   (i)   Section PM-302.7 Accessory structures: All accessory structures, including, but not limited to, detached garages, utility storage buildings; barns; gazebos; decks; swimming pools; fences; walls, and landscaping features, shall be maintained structurally sound, in good repair, and properly protected from the elements. Wood in contact with the earth shall be treated to resist rotting.
   (j)   Section PM-302.8 Motor Vehicles: No person shall park, store, or keep on any premises a motor vehicle, which is unlicensed; inoperable (see Property Maintenance section 202 Definitions); in a state of disassembly; in the process of being stripped; or in a state of disrepair; unless such vehicle is stored, parked or kept within a structure designed for such purpose. Vehicles shall be parked or stored upon approved paved surfaces. Such surfaces shall be no closer than five (5’) feet to a property line. Any vehicles that displays a “for sale” sign, shall be located and/or parked only on the property of the vehicle owner, and shall be on an approved surface. Grass or lawn acres are not an approved surface for extended parking.
   (k)   Section PM-302.10 Outside Storage: Residential and Industrial zoned districts, outside storage shall be governed by the City of Twinsburg Zoning & Development Regulations, section (1153.09). Commercial zoned districts shall be governed by the City of Twinsburg Zoning & Development Regulations, section (1148.21).
   (l)   Section 303.14 Insect screens. During the period from April 1st to October 1st, every door, window and other outside opening required for ventilation of habitable rooms, food preparation areas, food service areas or any areas where products to be included or utilized in food for human consumption are processed, manufactured, packaged or stored shall be supplied with approved tightly fitting screens of not less than 16 mess per inch (16 mesh per 25 mm), and every screen door used for insect control shall have a self-closing device in good working condition.
   (m)   Section PM 307.2.1 Rubbish storage facilities: The owners or occupants of all premises shall supply approved covered containers for rubbish and/or garbage, and shall be responsible for the removal of such rubbish and/or garbage. Such containers shall be located behind the building or structure when possible. When containers must be located in side yards, they shall be enclosed and screened in a manner approved by the Building Commissioner. The placement of such containers shall be governed by provisions adopted by the City of Twinsburg (section 921.08(d)).
   (n)   Section PM-602.3 Heat supply: Every owner and operator of any building who rents, leases or lets one or more dwelling units or sleeping units on terms, either expressed or implied, to furnish heat to the occupants thereof shall supply heat during the period from January 1st to December 31st to maintain a temperature of not less than 68 (20C) in all habitable rooms, bathrooms, and toilet rooms.
   (o)   Section PM-602.4 Occupiable workspaces: Indoor occupiable work spaces shall be supplied with heat during the period from January 1st to December 31st to maintain a temperature of not less than 65F (18C) during the period the spaces are occupied.
   (p)   Chapter 8 Referenced Standards: In addition to the referenced standards identified in this chapter, the following codes are herein adopted.
