921.08 COLLECTION PRACTICES.
   (a)    Special Refuse Problems.
      (1)    Contagious disease refuse. The removal of wearing, bedding or other refuse from homes or other places where highly infectious or contagious diseases have prevailed should be performed under the supervision and direction of the Summit County Health Department. Such refuse shall not be placed in containers for regular, collections.
      (2)    Flammable or explosive refuse. Highly flammable or explosive materials shall not be placed in containers for regular collection but shall be disposed of as directed by the Building Commissioner at the expense of the owner or possessor thereof.
   (b)   Requirements for Vehicles. All haulers shall use a watertight vehicle provided with a tight cover and so operated as to prevent offensive odors escaping therefrom and refuse from being thrown, dropped or spilled.
      (1)   All Commercial and Industrial facilities shall maintain regular collection and hauling of garbage, refuse and recyclables. Hauling schedules shall be established and maintained in order to prevent overflowing of containers, nuisance odors and vector attraction.
      (2)   Although recycling of useful materials is not a requirement of this chapter it is recommended and encouraged by the City of Twinsburg through its "Green Initiative". The recycling of materials for processing into new products reduces the consumption of raw materials, reduces energy use, reduces air and water pollution, lowers greenhouse gas emissions and minimizes the need for conventional waste disposal in landfills.
   
   (c)   Requirements for Placing Refuse Containers. No person shall place or permit any refuse container to remain between the building setback line and the street before 12:00 noon on the day prior to the scheduled refuse collection date and after 7:00 p. m. on the day of the collection.
