923.08 LOT COSTS AND EXPENSES.
   (a)    The following lot costs and expenses of grave opening and closing are hereby established:
 
Residents - one grave lot

There shall be no Sunday or legal holiday burials except as may be authorized in unusual hardship cases by the Mayor. Additional cost for any Saturday, Sunday or holiday

   The Mayor shall record such lot costs of all unsold lots in the Cemetery on an official map or plan of such Cemetery that shall be kept on file open to public inspection in the office of the Mayor. There shall be no discrimination on the sale of lots except as to residents and nonresidents.
   (b)    Any person desiring to purchase a particular lot or lots, for the purpose for which it is intended, shall be permitted to do so upon payment of the price fixed for such lot or upon making arrangements according to rules and regulations that may be established by the Mayor, for the purchase of such lot on an installment plan.
   (c)    Any person wishing to re-tender a deed back to the City may do so and be reimbursed the same cost that was originally paid for the lot by his predecessor in title. There shall be no obligation, however, on the part of the City to accept such re-tender of title unless the same is deemed advisable by the Mayor. Persons wishing to effect a private transfer of ownership upon City records may do so at the cost of ten dollars ($10.00) per deed.
