No person employed by or operating a public utility supplying natural gas or electric energy to customers within the corporate limits shall cause the same to be shut-off unless:
(a) A real and present emergency exists in bulk supplies affecting all similar uses alike.
(b) A real and present emergency exists affecting the occupancy safety of specific premises.
(c) A thirty (30) day prior written notice of pending shut-off is served upon the occupant and owner of the premises and the Safety Director sets forth the specific reasons for such shut-off action.
In the event any subsequent shut-off is made due to delinquent payments for energy furnished, and thereafter, such account becomes current, the utility company shall immediately restore such service.
