§ 10.109.070   Development standards.
   This section establishes development standards for uses in the MU district. In the MU District, site development standards are used to encourage urban development with pedestrian character. Site development standards include minimum and maximum setbacks to create a street with vibrant pedestrian environment, slow traffic down, provide a visually interesting character to the street, and encourage walking. The setback standards encourage public spaces between sidewalks and buildings entrances (e.g., extra-wide sidewalks, plazas, squares, outdoor dining areas, and pocket parks).
   (A)   Minimum residential density.
      (1)   If housing is a part of a mixed-use development, dwellings are permitted on and above the second floor of commercial uses with no minimum density.
      (2)   Freestanding residential building density of 12 dwellings units per residential acre.
   (B)   Maximum residential density. Ninety dwelling units per net residential acre, either in freestanding residential buildings or in mixed use buildings on and above the second floor.
   (C)   Lot size. No lot size restrictions.
   (D)   Minimum lot frontage. 18 feet.
   (E)   Maximum building footprint. 30,000 square feet, exclusive of any parking structure.
   (F)   Setbacks.
      (1)   Minimum front yard.

      (3)   Minimum side and rear yards. Five feet, except where that common walls for attached residential or commercial development are proposed, or existing buildings which are already constructed to property line.

   (H)   Building height transition. Development in the Mixed Use District shall provide for a building height transition when adjacent to an existing single-family residential zone district, to provide compatible scale and privacy between developments. Buildings in the Mixed Use District, taller than 22 feet exclusive of any parapet walls, shall provide one foot of separation from the single family zoned district for each foot of the building height.
   (I)   Off street parking and loading.
      (1)   One space per residential unit.
      (2)   One space per 300 square feet of gross floor area for commercial or office uses.
      (3)   Institutional, assembly and restaurants uses shall provide parking in accordance with Chapter 10.192.
      (4)   Mixed Use buildings or sites are required to provide on-site parking equal to 75%of the aggregate total of all required commercial, office and residential parking. This 25% credit acknowledges sharing parking concepts between commercial, office and residential uses.
      (5)   Parking areas shall conform to the standards as set forth in § 10.192.050.
      (6)   Loading facilities shall be provided in accordance with § 10.192.060.
      (7)   These parking standards shall be provided for new construction in the downtown area or in an outlying area for new construction or remodeling of existing structures, unless a parking variance is approved by the Planning Commission.
