The various city officers and employees are hereby authorized and directed to perform all acts necessary or desirable to give effect to this article. The city manager is hereby authorized and directed to provide or make provisions for such services as are reasonably needed to support the community police advisory review board’s activities.

The mayor shall annually issue a proclamation designating the week commencing with the fourth Monday in September as American Indian Awareness Days, recommending that the citizens of the community hold appropriate exercises commemorative of the American Indians.
