When an application is for a class B license, it shall specify the store or place in the city where the applicant proposes to conduct an auction sale and the owner and the character of the property to be sold. Such application must be accompanied by a bond conditioned and in the form as provided in section 17-5. An application for a license hereunder shall be accompanied by a fee of fifty dollars ($50.00).
