Nothing contained in this article shall apply to any sale made upon execution or by virtue of any process issued by a court, nor to any sale made by any public officer in his official capacity required to be made under the laws of the United States or of the state or under the Charter of the city, nor to any sale of property by any social or charitable organization for the purpose of raising funds to promote or further its objects, or for any public purpose whatsoever.
