When a red "stop for pedestrian in crosswalk" sign is illuminated with rapid intermittent flashes, drivers of vehicles shall stop before entering the crosswalk and shall yield the right-of- way to pedestrians who are preparing to enter or who have entered the crosswalk or who are approaching so closely as to constitute an immediate hazard, after which such driver, having so yielded, may proceed with caution.
