(a) The Director of Public Service and Safety is hereby directed to provide for the purchase, leasing, acquiring, installation, operation, maintenance, supervision, regulation and use of the parking meters provided for in this chapter, and to maintain such meters in good workable condition.
(b) The Director of Public Service and Safety is hereby empowered to amend the Master Meter Map to increase, decrease or otherwise alter the number and location of metered parking spaces or the type of meter to be installed at any metered parking space; and, in so doing, make the necessary changes in the Master Meter Map. In exercising such power of amendment, the Director of Public Service and Safety shall consider the need for turn-over in parking spaces in order to provide for the welfare and convenience of the general public in parking, the maximum safety and protection of vehicular traffic from damage, the recommendations of the Police and Fire Chiefs, and the need for existing metered parking spaces for loading zones, traffic flow and similar uses.

(c) All references in Chapter 353 to Parking Meter or Parking Meter shall also mean Parking Kiosk or Parking Kiosks.
