Appeals of any notice of violation for an alleged violation of this Nuisance Abatement Code shall be made in writing within fifteen (15) days of the date service of the notice of violation, pursuant to the requirements proscribed in Section 523.09. Any person affected by a notice of violation in connection with this Nuisance Abatement Code may request and shall be granted a hearing before the Board of Zoning Appeals on all matters set forth in such notice of violation.
