111.01 MEETING TIME AND PLACE.
   (a)    Time. Council shall hold regular meetings on the first and third Mondays of each month at 7:00 p.m., provided, however, that when the day fixed for any regular meeting of Council falls upon a day designated by law as a legal holiday, such meeting shall be held at the same hour on the next succeeding day which is not a holiday.
   (b)   Place. All regular meetings of Council shall be held in the Council Chambers.
   (c)   State of Emergency. In the event that a declared state of emergency exists in the City of Troy, Ohio, which prohibits the conduct of City Council and other public meetings to be held in Council Chambers as required in Section 111.01(b) above, the President of City Council may, whenever practical and after concurrence with the Mayor and the Disaster Control Officer, designate an alternate location for the conduct of public meetings until such time as the emergency has expired, with such meetings subject to any required notifications.
