§ 72.04 PEDESTRIANS’ RIGHT-OF-WAY IN CROSSWALKS.
   (A)   When traffic-control signals are not in operation, the driver of a vehicle shall yield the right-of-way, slowing down or stopping if need be to so yield, to a pedestrian crossing the roadway within a crosswalk when the pedestrian is upon the half of the roadway upon which the vehicle is traveling, or when the pedestrian is approaching so closely from the opposite half of the roadway as to be in danger, but no pedestrian shall suddenly leave a curb or other place of safety and walk or run into the path of a vehicle which is so close, that it is impossible for the driver to yield.
   (B)   Whenever any vehicle is stopped at a marked crosswalk or at any unmarked crosswalk at an intersection to permit a pedestrian to cross the roadway, the driver of any other vehicle approaching from the rear shall not overtake and pass such stopped vehicle.

§ 72.05 RESTRICTED PARKING.
   No person shall stop, stand and park a vehicle except when necessary to avoid conflict with other traffic or in compliance with law or directions of a police officer or traffic control device, in any of the following places:
   (A)   On a sidewalk;
   (B)   In front of a public or private driveway;
   (C)   Within an intersection;
   (D)   Within 15 feet of a fire hydrant;
   (E)   On a crosswalk;
   (F)   Within 30 feet upon the approach to any flashing beacon;
   (G)   Within 20 feet of a crosswalk at an intersection;
   (H)   Between a safety zone and the adjacent curb or with in 30 feet of points on the curb immediately opposite the ends of a safety zone, unless the traffic authority indicates a different length by signs of markings;
   (I)   Within 25 feet of the nearest rail of a railroad crossing;
   (J)   Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic;
   (K)   On the roadway side of any vehicle stopped or parked at the edge or curb of a street;
   (L)   At any place where official signs prohibit stopping; or
   (M)   In an alley, except when making deliveries or receiving merchandise.

§ 72.06 SPECIAL STOPS REQUIRED.
   (A)   There may be installed at such points on streets and avenues in the city, as may be directed by the city, appropriate signs notifying drivers of vehicles to come to a full stop. Such signs, devices or markers are to bear the word “STOP” and to be located in such position and to be provided with letters of a size to be clearly legible from a distance of at least 100 feet along the street upon which the sign is placed. The driver or operator of any vehicle shall come to a full stop in obedience to any such stop sign, and shall then proceed cautiously, yielding to vehicles not so obliged to stop which are approaching so closely as to constitute an immediate hazard, but may then proceed. The existence of such sign shall be conclusive evidence and proof that such sign was erected at the direction of the city. Upon determination by the City Manager, Chief of Police and City Engineer of this city that a necessity exists for traffic control devices, then after erection of same the City Manager, Chief of Police and City Engineer shall certify the same in writing and state the type of traffic control device, date and time of erection and the location, a copy of which certification shall he kept on file in the office of the City Secretary and made available for inspection by the general public.
   (B)   The driver of a vehicle approaching a yield right-of-way sign shall in obedience to such sign slow down to a speed reasonable for the existing conditions, or shall stop if necessary, and shall yield the right-of-way to any pedestrian legally crossing the roadway on which he or she is driving, and to any in the intersection or approaching on another highway or street so closely as to constitute an immediate hazard.

§ 72.07 OVERTAKING AND PASSING SCHOOL BUS.
   The driver of a vehicle upon a highway or street inside the city, upon meeting or overtaking from either direction any school bus which has stopped on the highway or street for the purpose of receiving or discharging any school children shall stop the vehicle immediately before passing the school bus, but may proceed past such school bus at a speed which is prudent, not exceeding ten mph, and with due caution for the safety of such children.

§ 72.08 EMERGING FROM ALLEY OR PRIVATE DRIVE.
   The driver of a vehicle emerging from an alley, driveway or building shall stop such vehicle immediately prior to driving onto a sidewalk or onto the sidewalk area extending across any alleyway, yielding the right-of-way to any pedestrian as may be necessary to avoid collision, and upon entering the roadway shall yield the right-of-way to all vehicles approaching on said roadway.
