§ 92.01 INTERNATIONAL FIRE CODE ADOPTED.
   (A)   The city hereby adopts the 2012 International Fire Code as the minimum standards for fire and life safety protection for the city. The Fire Official for the city is to be appointed and or designated by Mayor and Council and shall be responsible for the enforcement and the penalty provisions of the Fire Code adopted.
   (B)   The International Fire Code edition 2012 is hereby adopted by the city and shall remain on file in the office of the Fire Official and the same hereby adopted as fully as if set out in length herein, and the provisions thereof shall be controlling in the areas governed. These codes include certain penalty provision, which shall be expressly adopted along with the general provisions contained herein.
   (C)   It is further ordained that the codes adopted by reference herein shall include any and all amendments or supplements thereto presently in existence or may be prepared in the future, thereby, being revised periodically.

§ 92.02 ARSON REWARD.
   The city offers a reward of $500 for the arrest and conviction of any person or persons found guilty of committing the crime of arson within the corporate limits of said city. This reward is a standing offer and shall be paid out of the general fund of the city. The City Council shall be the sole and exclusive judge in determining eligibility for this reward and the decision of the City Council shall be final.

CITY VOLUNTEER FIRE DEPARTMENT
§ 92.15 ESTABLISHED.
   The city establishes a Fire Department for the purpose of preservation of life and property from fire. The Fire Department shall be a department of the city.

§ 92.16 APPOINTMENT OF CHIEF; SELECTION OF VOLUNTEER MEMBERS.
   The Fire Chief shall be appointed by the Mayor and City Council and shall serve at its discretion. Volunteer members of the Fire Department shall be selected subject to approval by the Mayor and City Council.

§ 92.17 SUPERVISION; PERSONNEL REGULATIONS.
   The Fire Chief shall have general supervision and control of the Fire Department, subject to City Council review. The Fire Chief shall have the power to suspend any employee of the city hired as a firefighter or any volunteer firefighter of the Fire Department, subject to City Council review and in compliance with applicable ordinances and personnel procedures of the city and state and federal law. All members of the Fire Department shall be subject to the personnel regulations of city as they exist or may be amended.

§ 92.18 POWERS AND DUTIES OF CHIEF.
   The Fire Chief shall have the following powers and duties:
   (A)   Control, subject to the orders and direction of the Mayor and City Council, of the Fire Department and all fire apparatus belonging to the city;
   (B)   In case of a fire, the Fire Chief or the designated officer in command shall command the fire scene and direct the management thereof for the suppression of the fire in the best manner possible. When it may be necessary for the protection of other property and to prevent the spread of the fire, the Fire Chief or other officer in command may cause buildings to be removed or destroyed in the best manner possible;
   (C)   Command and direct the Fire Department to extinguish accidental or destructive fires and prevent the occurrence or spread of fires;
   (D)   Keep or cause to be kept a record of all activities of the Fire Department;
   (E)   Submit a budget request to the Mayor and City Council in the same manner as other department heads and account for all funds of the Fire Department to the Finance Department of the city in accordance with city policy;
   (F)   Enforce or cause others to enforce the laws, codes and ordinances with regard to fire protection and fire safety within the city;
   (G)   Keep, maintain and protect all equipment of the Fire Department entrusted to the Fire Department’s care, and return any such equipment to the Fire Department or account for the same; and
   (H)   Promulgate rules and regulations for the operation and conduct of the Fire Department, subject to approval of the Mayor and City Council.
