It is unlawful for any person to throw, discharge, or deposit, in any place within the jurisdiction of the President and Board of Trustees of the village, any junk, refuse of any kind, garbage, meats, slop, animal matter, dead animals, suds, vegetables, filth, night soil, stable drippings, or offal of any kind, or any other offensive or noxious substance, except in such places as may be designated as dump grounds by the President and Board of Trustees, and then only in accordance with the regulations pertaining thereto as adopted by the President and Board of Trustees.
