No person, partnership or corporation shall break into, open up or disturb the pavement or any paved streets, lanes, alleys or public ways or public grounds of the City until such person, partnership or corporation so desiring to open up or break into the pavement in the streets, alleys, lanes or public ways or public grounds of the City, shall have first obtained the necessary permit and deposited the sum of money in accordance with Section 127.05.
No person shall open or disturb a greater area of pavement than that authorized by the permit and for which such deposit has been made.
