771.01. Creation.
   There is hereby created a Board of Review, in which is vested the duty to review all original applications for licenses and permits and the exclusive power to authorize the issuance of and renewal of licenses and permits hereunder, and to suspend or revoke any such licenses and permits. Provided, however, that the Board of Review shall have authority to issue, and have outstanding, permits for public vehicles hereunder in a number not to exceed five hundred (500). This numeric limit shall apply in combination to permits for taxicabs and motor vehicles for hire/limousines. The Board of Review shall have authority to subdivide the numeric limit between the classes of taxicabs and motor vehicles for hire/limousines if circumstances warrant doing so. In the event that the authorized number of permits has been fully issued, no more applications will be accepted during the licensing year in question. Applications will be accepted beginning on April 1st for the following licensing year and, if permits are then available, the applications will be considered in the order of the dates the applications were received.

771.02. Membership.
   The Board of Review shall consist of three members, who shall be the Director of Public Service or his designee, the Director of Finance or his designee and the Director of Law or an assistant Director of Law designated by such Director of Law to act from time to time in the capacity of such member of the Board.

771.03. Second revocation; appeal.
   When a licensed driver has had his license revoked twice, he shall not be entitled thereafter to make application for a new license except with the approval of the Board of Review.
