(a) Insofar as the fees established in this chapter are inconsistent with the provisions of any previous Toledo Board of Health rules, regulations or any provisions of Part Seventeen, Health Code, or other provisions of the Toledo Municipal Code, the provisions of this chapter shall be controlling, and such inconsistent provisions not contained in this chapter are hereby deemed to be repealed.
(b) Should any section, clause or provision of this chapter be declared by the courts to be invalid, the same shall not affect the validity of this chapter as a whole or any part thereof, other than the section, clause or provision so declared to be invalid.
