When any person, firm or corporation has commenced work on a project without first procuring the required plan review, approval and permit, the Division of Building Inspection shall make a thorough investigation to determine whether all work performed prior to the subsequent issuance date of the specified permit conforms to all pertinent Building Code provisions. The charge for making such an investigation is identified in Section 1319.04(a) and shall be in addition to the required permit fees.
