§ 31.19  PRESIDENT TO PRESERVE DECORUM/QUESTIONS OF PROCEDURE/ APPEALS.
   In addition to the duties set forth in § 31.15, and § 31.16, the Council President shall preserve decorum and decide all questions of order, subject to the appeal of any Councilmember.  Procedurally, said appeal shall be addressed in the same manner as a Motion and shall require a second. In case of an appeal being taken, the question shall be: "Shall the decision of the President stand as the decision of Council?" If a majority of Councilmembers votes "yes" the decision of the Council President shall remain final. If a majority of Councilmembers votes "no" the decision of the Council President is thereby overturned and the alternative form of action as raised in the question shall be the action of Council. The President shall have a vote in the appeal. A tie vote results in the failure of the appeal. If any member transgresses the rules of Council, the President shall, or any member may, call him or her to order.
