§ 31.15  CALLING MEETINGS TO ORDER BY COUNCIL PRESIDENT, ATTENDANCE AND QUORUMS.
   At the start of each meeting, the President of Council, or in his or her absence, the Vice-President who also serves as Mayor, shall immediately call the members to order and serve as Chair at all meetings.  The Clerk shall call the roll of the members of Council and enter in the minutes of each meeting the names of the members present.  Four members of Council constitute a quorum. The President and Mayor shall continue to serve as regular Councilmembers having a vote on all matters which come before the Council.  (Section 4.04 and 4.05 - Charter)
