§ 31.16  ELECTION OF MAYOR AND PRESIDENT.
   At the biennial organizational meeting held in January after the municipal elections Council shall, from its own membership, elect by a majority roll call vote, a person to serve as the Mayor. Council shall then select a President in the same manner as the Mayor.  The President of Council shall also be known as Vice-Mayor.  The duly-elected Council President shall then assume the office upon his or her election and preside over the meeting from that point onward. The President and the Mayor shall each serve a two-year term, and said terms shall be limited to two consecutive terms.  In the absence of the Council President, the Mayor shall serve as acting Council President and preside over all meetings where the President is not available.  In the absence of the Mayor the Council President, in his capacity as Vice-Mayor, shall serve in the Mayor's place at public functions and as appropriate if the Mayor is not available.
