All applications to connect service pipes with the village supply mains, for the installation of water meters, or for any other use of the village water supply as may now or hereafter be authorized, shall be filed with the Director of Public Works, who shall issue all permits therefor upon forms provided for that purpose. However, no permit shall be issued by the Director until all fees for same, as provided in this chapter, shall have been paid to the village and a receipt issued. No permit will be issued to any plumber who has not fully complied with all regulations of the village concerning plumbing.
