(a) No person, firm or corporation shall collect solid waste or recyclable materials from multiple unit dwellings or commercial establishments without first obtaining a license as hereinafter provided.
(b) Applications for a license under this section shall be made with the City Administrator and shall include such data and information as the City Administrator may prescribe.
(c) The fee for such license shall be twenty-five dollars ($25.00) per year, and the term of the license shall be for a period of one year, commencing on January 1.
(d) The licensee shall obtain liability insurance in the amounts and under the conditions specified by the City Administrator.
(e) All collection vehicles and other equipment are subject to inspection by the City Administrator or the City Administrator's designee to ensure the safe and sanitary condition of such vehicles and equipment. (Ord. 15-3. Passed 1-19-15.)
All residential solid waste and recyclable materials collection containers shall be placed inside the garage of a residential unit or to a location at the side or rear of the residential unit.

It shall be a violation of this chapter for any person, firm or corporation other than the authorized collection contractor licensed or contracted with under the provisions of this chapter to collect, pick up or cause to be collected or picked up, any solid waste or recyclable material from a solid waste or recycling container when it has been placed at curbside for collection at a Residential Unit.
