10-1-1: ABANDONMENT:
In case of the abandonment, deterioration beyond usefulness, or the destruction by burning or otherwise, or the removal, or wrecking for the purpose of removal, or otherwise, of any building or structure or material part thereof, within the corporate limits of the City, the same having foundations or walls standing above the surface of the lot or ground whereon the same shall be located, or in case a cellar or excavation under or belonging to or under the whole part of such building or structure shall be thereby left open or exposed, then, and in either such event, every person, firm, partnership, association, corporation, owner or agent, employer or employee who shall permit, cause or be responsible for or take part in such action shall then and as a public obligation and duty, clear such lot or ground and level the same so as to leave the surface thereof in a safe and sightly condition, reasonably smooth and level to provide against accidents to persons and property and liability to the accumulation of water, weeds, rubbish, or inflammable materials, and shall not, at any time, leave the same in a dangerous or unsightly condition or permit any obstruction or excavation, dangerous, unsightly or offensive, or maintain or permit thereon anything liable to cause accident, loss or damage to persons or property.
