9-2-4: RULES REGULATING PLUMBING:
The following rules shall be strictly adhered to by all persons performing any plumbing work in and upon any of the mains, connections or appliances appertaining to the waterworks system of Three Forks.
   Rule 1. Refilling Of Trenches: All trenches shall be refilled in a careful and workmanlike manner, tamped (thoroughly wet down when weather conditions will permit) so as to replace as nearly as possible all material excavated and leave the surface of the street in as good condition as before commencing work. Special care shall be observed with trenches within the street lines and all surplus material must be removed when work is completed, and any refilling necessary to maintain the highway in as good condition as before commencing work for a period of three (3) months shall be done by the person causing the excavation.
   Rule 2. Tapping Done By Water Department: No person other than an authorized employee of the Water Department, acting under the orders of the Water/Wastewater Operator, shall tap or make any perforation or opening of any kind in any water main.
   Rule 3. Materials Supplied by Water Department: The Water Department recommends that the owner and/or contractor supply all the materials for installation according to City standards. If necessary, the Water Department can supply the materials. There will be an additional charge for all materials supplied. All connections will be performed by City Personnel, or authorized agent, of the Water Department to the City main.
   Rule 4. Depth of Service Pipes: All service pipes must be laid at least six and one-half (6 ½') feet below the surface of the ground. The general rules and regulations respecting the kind and quality of material to be used and the manner and the location of setting shut-off and curb boxes shall govern.
   Rule 5. Barricades And Danger Signals: Excavations within the street lines shall be made in such manner as to impede traffic as little as possible, and the Water/Wastewater Operator may determine and limit the time such excavations may remain open and if unnecessarily delayed, he may direct that the force be increased to such an extent as will hasten the work to completion. Red light must be maintained upon all unfinished work from sundown to sunrise, and sufficient barricades must be in place at all times until the work is completed.
   Rule 6. Alterations, Additions And Disconnections: No alteration, addition or disconnection in or about any water pipes or fixtures shall be made without written permission to do such work being granted by the Water/Wastewater Operator.
   Rule 7. Written Report: Within twenty four (24) hours after completion of any work in connection with the water supply of any consumer, either for new work, extensions, additional fixtures or repairs, a written report shall be completed by the person doing the work and returned to the Water/Wastewater Operator upon blanks furnished for that purpose, covering all improvements made under the permit therefor.
   Rule 8. Excavations: Excavations underneath the sidewalk or areaways shall not be made until after the tap at the main has been made, in order that the highway may not be obstructed any longer than is absolutely necessary.
   Rule 9. Time of Tapping: The Water Department will require forty-eight (48) hours’ notice before tapping mains, and in no case will taps be made on Saturdays, Sundays or holidays.
   Rule 10. Leaks Or Accidents: In case of leaks and other accidents to pipes or fixtures, the water may be shut off to make necessary repairs, and a report of the same shall be made and filed as provided in Rule 7 of this Section. In all cases where repairs to pipes or fixtures are made on any premises, the water shall be left turned on or off as it was before such repairs were made.
   Rule 11. Pipe Joints: Where iron pipes are to be joined together, either brass soldering nipple or brass soldering union must be used. Wiped joints will not be permitted on iron pipes or iron connections.
   Rule 12. Testing New Work: In no case after the completion and test of work, if it be the first introduction of service pipe, shall the water be left turned on at the premises, but the stopcock shall be immediately closed.
   Rule 13. Water/Wastewater Operator’s Control: The water/wastewater operator, under the direction of the city council, shall have absolute control of the entire waterworks system and all buildings and property pertaining to the system.
   Rule 14. Extensions From One Street Number To Another: Service pipes shall not be extended from one street number to another without special permission therefor.
   Rule 15. Water And Sewer Pipes In Same Trench: Water pipes shall not be laid in the same trench with the sewer pipes, but an entirely separate trench must in all cases be provided for their accommodation.
   Rule 16. Separate Service Pipes: In piping buildings where various floors or apartments are to be supplied from a separate service, the plans shall first be submitted to the water/wastewater operator and approved by him.
   Rule 17. Ball valves: In all cases where water pipes enter a building, such pipes must be supplied with a ball valve with handle or wrench fixed thereto as provided in Rule 19 of this section.
   Rule 18. Setting Of Meters: The setting of meters will be governed by section 9-2-3, rules 25, 26, and 27 of this chapter.
   Rule 19. Curb Box Lids: The opening of curb box lids by any other means than a proper wrench is strictly forbidden and anyone violating this rule will be held responsible for all damages occasioned thereby.
   Rule 20. Master Plumbers: Master plumbers will be held responsible for their workmen and for each and every violation of any of the rules and regulations of this chapter and shall be subject to the penalties prescribed herein.
   Rule 21. Inspection: The Water/Wastewater Operator may adopt such rules and regulations as deemed necessary to provide and ensure proper inspection of the work and no material shall be used until same has been approved. No pipe shall be covered until such inspection and approval has been made. The Water/Wastewater Operator must be given forty-eight (48) hours notice when work will be ready for inspection, and when same has been inspected and approved.
