The provisions of this section shall apply to all park lands in the city, whether dedicated, deeded, or otherwise acquired for park purposes, and to all facilities designated for city recreational purposes. Each application for use of a park or recreational facility shall be reviewed on a case-by-case basis. This section seeks to impose reasonable time, place and conduct controls in an appropriate and limited manner upon events and facility uses for which reservations are required. This section shall be administered in a manner that seeks to allow for expression, assembly, and the exercise of religious rights in accordance with applicable constitutional and statutory limits and controls.
