Every person propelling any pushcart or riding a bicycle or an animal upon a roadway, and every person driving any animal, shall be subject to the provisions of this chapter applicable to the operator of any vehicle, except those provisions of this chapter with reference to the equipment of vehicles and except those provisions which by their very nature can have no application.
