6-4C-1: DEFINITIONS:
   ANIMAL: Includes both male and female.
   OWNER: Any person or persons, firm, association, or corporation owning, keeping, or harboring an animal.
   RUNNING AT LARGE: An animal is defined as "running at large" which is off the owned or leased premises of the animal's owner, unless he shall be under leash and under the control of a competent person. (Ord. 209, 12-9-1986)
