The fire limits in the city are hereby extended so as to include and embrace block numbers 4, 5, 6, 13, 14, 16, 17, 24, 25, 28, 29, 47 and 48, in the city. The following boundaries of said blocks shall be said fire limits: on the north, Neal Street; on the east, First Avenue East; on the south, Grove Street and on the west, First Avenue West; and on the northwest, Railway Avenue.
