5-1-8: ASSISTING FIREFIGHTERS:
In the case of a fire, the chief of the fire department or such officer who may be in charge, or command, may prescribe limits in the vicinity of a fire within which no person, except those residing therein, members of the fire department, or police officers or those admitted by the chief of the fire department or officer in charge or command or his subordinates, shall be permitted to come. The mayor, chief of the fire department or other officer in charge or command at any fire, when in his judgment the same is necessary, may call upon any person present to assist the firefighters in their duties, or to assist in extinguishing any fire, and any such person so called upon who shall refuse or neglect to assist, unless physically unable, shall be punished as hereinafter prescribed.
