It is the purpose of this article to provide, in cooperation with the County of Ventura, for the protection of groundwater quality and supply and quantity by regulating the construction, maintenance, operation, use, repair, modification, and destruction of wells and engineering test holes (soil borings) in such a manner that the groundwater of the County will not be contaminated or polluted, and that water obtained from wells will be suitable for beneficial use and will not jeopardize the health, safety or welfare of the people of Thousand Oaks.
This ordinance does not preclude or supplant any other agency-specific well permitting that may be necessary in addition to County of Ventura well permitting.
