(A) If starlings, pigeons or similar birds are found to be congregating in numbers in a particular locality within the corporate limits of the city, and by such congregating constitute a nuisance or a menace to health or property in the opinion of the county health authorities or the City Commission, a meeting shall be called by either authority.
(B) (1) A joint committee appointed by the City Commission and by the County Health Authorities shall meet; and, if as a result of such meeting no satisfactory alternative is found to abate the nuisance, the birds constituting such nuisance may be destroyed, in such numbers and in such a manner as may be deemed advisable by the committee.
(2) Such meeting shall be subject to the open meetings laws.
