No pedestrian shall cross a roadway at any place other than by a route at right angles to the curb or by the shortest route to the opposite curb, except in a crosswalk.

For the purpose of guarding against accidents in traffic on the public streets, it shall be unlawful for any person, except persons wholly or partially blind, to carry or use on the public streets of the city any canes or walking sticks which are white in color or white with a red end or bottom.

Any driver of a vehicle, operator of a motor-driven vehicle or pedestrian who is not wholly or partially blind who approaches or comes in contact with a person wholly or partially blind, carrying a cane or walking stick white in color or white with red end, shall yield the right-of-way to the person and take such precautions before proceeding as may be necessary to avoid accident or injury to the person so carrying a white cane or walking stick.
