Except as otherwise provided in § 53.16 of this chapter, every owner, occupant, tenant or lessee of any business, commercial or institutional property, or other property not entitled to receive residential garbage collection services, shall contract for commercial garbage collection and disposal services through the city’s exclusive franchise hauler.
