§ 53.16 HAND COLLECTION FROM COMMERCIAL ESTABLISHMENTS BY CITY.
   In the case of those commercial customers who generate small quantities of waste, as outlined in this section, the waste shall be collected by the city and collection shall be governed by the following provisions.
   (A)   Collection days and rates.
      (1)   Frequency and monthly charges for hand collection service shall be established by an ordinance passed by the City Commission and shall be published at least 30 days in advance of the effective date.
      (2)   Monthly charges for solid waste hand collection for small businesses for a limit of six residential containers per collection are posted at the office the Utility Customer Service Supervisor.
      (3)   Commercial customers who require more frequent service than established in this section shall be required to contract for dumpster service from the city’s exclusive franchise hauler.
   (B)   Containers.
      (1)   Any commercial customer desiring to subscribe for collection by the city shall place the containers at or near the curbline in front of the establishment, in such a manner and at such times as shall be prescribed by the Solid Waste Manager. Containers or bags shall be no larger than 33 gallons and not more than six in count.
      (2)   All boxes and cartons must be broken down and bundled. No bundle shall exceed 50 pounds in weight.
