§ 115.088 REQUIREMENTS.
   (A)   All mobile food units that conduct operations on city roads and streets and travel throughout the city must meet the peddlers permit requirements as set out in §§ 115.001 et seq.
   (B)   All mobile food units that conduct operations on private or public land for and for terms of several hours or days, weeks or months must follow these regulations:
      (1)   Must obtain and maintain an annual city MFU Stationary permit (In the case of a city-sponsored event, the city is not required to obtain the permit) in the amount of $250;
      (2)   Obtain a Galveston County Health District permit (if a city event with multiple MFU's, the Galveston County Health District has a special permit that can be obtained for the event MFU's for the duration of the event);
      (3)   Must have a tax ID noting an address in Texas City, Texas;
      (4)   Must get approval from the Planning Commission for the location. Permission is only for that particular MFU and does not run with the land, owner of the land, the owner of the MFU, or apply to any other MFU;
      (5)   Must continue operations and be open at least four days a week for a period of six hours or more unless approved by the Planning Commission for less days or hours;
      (6)   Location cannot be used for storage of an MFU unless in a proper storage location as allowed for under the city's zoning ordinance;
      (7)   Each unit will provide their own trash receptacle and will be made available during the hours of operation. The MFU shall be responsible for proper disposal of solid waste and wastewater in the sanitation facility legally accessed by the MFU. The MFU operator will be responsible for cleaning all disturbed areas around the unit at a minimum of 20 feet of the sales location;
      (8)   All signs must be mounted flat against the mobile food unit;
      (9)   MFU operators will be allowed to dispose grey water into the city wastewater system. Waste other than grey water that is generated by the MFU shall be disposed of properly at the owner/operator's expense;
      (10)   Lighting must be shielded so as to not be directly visible to a residential use; and
      (11)   MFU's are allowed to operate anytime except between the hours of 2:00 a.m. and 6:00 a.m;
