The Plan Commission shall prepare and recommend the adoption of a comprehensive program of public improvements and such changes therein as it may, from time to time, deem desirable. It shall hold hearings and make recommendations to the City Council regarding all changes of City zoning or subdivision plats 1 and shall have such additional power and duties as may be delegated to it by statute or ordinance.
