The purpose of the residence districts is to provide an area for residential uses and those public and semipublic uses or businesses normally considered an integral part of and is reasonably compatible with the residential neighborhood they serve or business uses which may have a unique, special or unusual impact upon the use or enjoyment of neighboring property, and planned developments.
