9-9-3: REMOVAL OF WHEELS:

It shall be unlawful for any person to remove the wheels or other transporting device from any trailer coach, mobile home, double wide mobile home or similar housing or otherwise to affix said trailer coach, mobile home or double wide mobile home or similar housing permanently to the ground. (1979 Code Ch. 18, Art. VII, § 10)
