No water shall be resold or distributed by the recipient thereof from the city supply to any other home, mobile home or trailer other than that for which application has been made and the water installed, except in case of emergency. Service pipes intended to supply two (2) or more distinct houses, dwelling places, mobile homes or trailers must be provided with separate and distinct stopcocks for each unit. Such stopcocks shall be ahead of the inlet side of the meter. Each house, dwelling place, mobile home or trailer must be individually metered. In no instance may a service connection supply a house, mobile home or trailer unless the necessary tapping and inspection fees have been paid and all other necessary agreements signed and filed with the city treasurer.
