8-4-2: SERVICE PIPES AND APPURTENANCES:
   A.   Responsibility For Installation; Supervision: All service pipes from the water main to the premises to be served shall be installed by a licensed plumber and at the cost of the owner of the premises or the applicant for the service. Such installations shall be under the supervision of the water superintendent and/or his designee. Property owner is responsible for maintenance for one year from the date the service is commenced.
   B.   Pipe Specifications And Installation:
      1.   All water mains hereafter laid and connected with the city water distribution system shall be of sufficient size to meet all necessary requirements as determined by the water superintendent and/or his designee and shall be of cast or ductile iron or an approved plastic pipe of sufficient strength to withstand a working pressure of at least one hundred fifty (150) pounds to the square inch and shall be installed in accordance with the specifications given by the manufacturer of such pipe. All such pipe shall meet AWWA specifications.
      2.   The pipes shall be laid to a minimum depth of forty eight inches (48") from the level of the grade to the top of the pipe and, whenever practicable, shall be laid along the boulevard so as not to interfere with the traveled part of the street. All work done in installing the pipe shall be under the inspection and supervision of the water superintendent and/or his designee. After the pipe is installed, it shall be tested by pressure pump under the supervision of the water superintendent and/or his designee.
   C.   Sterilization: All newly installed water mains shall be chlorinated as specified by standard specifications of the state EPA as directed by the water superintendent and/or his designee. All costs of such sterilization are to be borne by the subdivider or contractor until new lines are chlorinated and found to be free of contamination or pollution. Bacterial sampling and testing is to be by and at the cost of the city water department; however, if it is necessary to use a certified, privately owned laboratory, costs are to be borne by the subdivider or contractor.
If the contractor is under contract to the city, the cost of the chlorination and sterilization is to be borne by the city.
   D.   Repairs And Maintenance:
      1.   All repairs on service pipes from the water mains to property line shall be made by the city water department after the line has been in service one year. All repairs inside the property line in the plumbing system of the building shall be maintained by and at the expense of the owners of the premises served.
      2.   All water customers must, at their own expense, keep their service pipes and all fixtures (within their property line) connected therewith in good repair and protected from frost. The owner must arrange for necessary repairs to his service pipe or fixtures within forty eight (48) hours after notification by the city water department.
      3.   The city may, in case of emergency, repair any service pipes, and if this is done, the cost of such repair work shall be repaid to the city by the owner of the premises served.
   E.   Excavations: Excavations for installing service pipes or repairing the same shall be made in compliance with the ordinance provisions relating to excavations in streets 1 . The excavation permit fee for residents shall be two hundred fifty dollars ($250.00).
   F.   Service Or Shutoff Boxes: Shutoff or service boxes shall be placed on every service pipe and shall be located between the curb line and the sidewalk line or on the inside of property line within two feet (2') of property line where this is practicable. Such boxes shall be located where they will be easily accessible and shall be protected from frost.
   G.   Meter Vaults: Meter vaults shall be installed so that a minimum of clearance of one and one-half inches (11/2") shall be maintained between sidewalks of vault tile and any pipe or fitting rising inside the vault. Such vaults shall be constructed of type and design approved by the water superintendent and shall be covered with an approved lid. Such lid shall be so placed as to be flush to one inch (1") above sod, ground or other finish grade material. Such a vault shall be so constructed that it shall be open and clear for forty four inches (44") below surrounding finished surface. When adjustment or changes are made to surrounding surface area, the property owner shall be responsible for necessary adjustments to meter vaults. (Ord. 3503, 1-18-2011)
