The sale of lots for burial purposes, exclusively, shall be made by the treasurer on behalf of the city upon such terms as may, from time to time, be fixed by the city council 1 , and upon payment made to the city treasurer, the mayor shall execute a deed for such lot or lots to the purchaser.
