8-2-2: PLANTING AND REMOVAL PERMITS:
   A.   Planting Permit: It shall be unlawful to plant any tree, shrub, or bush in any public street or parkway or other public place. It shall be unlawful to plant any tree, shrub, or bush in residential, commercial, and industrial boulevards without having first secured a permit therefor. Applications for such permits shall be made to the city clerk and shall be referred by the clerk to the city tree board 1 , or to the street and sewer committee if the city tree board does not then have sufficient members to act. If a permit is issued, all trees, shrubs, and bushes so planted shall be planted subject to the directions and approval of the city tree board, or the street and sewer committee, as the case may be.
   B.   Removal Permit: It shall be unlawful to remove or cut down any tree, shrub, or bush or portion thereof in any public street or parkway or other public place. It shall be unlawful to remove or cut down any tree, shrub, or bush in residential, commercial, and industrial boulevards without having first secured a permit therefor. Applications for such permits shall be made to the city clerk and shall be referred by the clerk to the city tree board 2 , or to the street and sewer committee if the city tree board does not then have sufficient members to act, before permission is granted. If a permit is issued, all trees, shrubs, and bushes so removed or cut down shall be removed or cut down subject to the directions and approval of the city tree board, or the street and sewer committee, as the case may be.
