A person may not operate a golf cart as otherwise set forth herein and upon the street and roads as set forth in Section 7-7-6 of this Chapter unless he or she has a valid Illinois driver's license issued in his or her name by the Illinois Secretary of State, or a valid out of state driver's license issued in his or her name by the appropriate department/agency of that state responsible for issuing driver's licenses.
