6-6-6: FURTHER PROVISIONS:
   A.   A disabled parking enforcement volunteer shall not be deemed a peace officer or police officer, nor receive any compensation from the city of Taylorville while acting in the capacity of a disabled parking enforcement volunteer. No disabled parking enforcement volunteer shall be required to complete training as a peace officer.
   B.   No disabled parking enforcement volunteer shall have the power or authority to enforce other traffic, civil, or criminal laws.
   C.   No disabled parking enforcement volunteer shall possess or carry firearms or other weapons for the purpose of or while acting as a disabled parking enforcement volunteer.
   D.   No disabled parking enforcement volunteer shall be entitled to any indemnification from the state of Illinois, county of Christian, or the city of Taylorville for any injury or property damage sustained as a result of enforcement activities. Each disabled parking enforcement volunteer shall specifically acknowledge that such disabled parking enforcement volunteer has no rights to any claim of injury or property damage resulting from disabled parking enforcement activities.
   E.   Each disabled parking enforcement volunteer shall be responsible for his or her own costs incurred for transportation and any vehicle used must be properly licensed and insured.
   F.   Each disabled parking enforcement volunteer shall be issued a photo identification badge approved by the chief of police that shall be worn on the outer garment at all times while acting as a disabled parking enforcement volunteer. A disabled parking enforcement volunteer shall not use their status as a disabled parking enforcement volunteer to solicit employment, business, sales, or any other related endeavor.
   G.   Each disabled parking enforcement volunteer shall contact the chief of police and the city's police dispatcher on duty each time and prior to engaging in any patrolling and enforcement activities and inform the chief of police and dispatcher the time periods during which such disabled parking enforcement volunteer will be patrolling the disabled and/or handicapped parking areas.
   H.   Each disabled parking enforcement volunteer shall submit a written report to the chief of police by the fifth day of each month listing for the previous month the number of parking violation notices issued and the number of voided parking violation notices and the reasons for the void. The chief of police shall deliver a copy of each such report to all city officials at the time he receives such report. The city shall provide the parking violation books and void stamps for the disabled parking enforcement volunteers to use while acting as a disabled parking enforcement volunteer.
   I.   If called to do so, a disabled parking enforcement volunteer must attend and testify, without compensation, at all court or administrative proceedings regarding parking violation notices issued by such disabled parking enforcement volunteer.
   J.   No government, agency, department, official, officer, employee, or agent of the state of Illinois, county of Christian, or city of Taylorville shall be liable for or accountable for any act(s) or omission(s) of any disabled parking enforcement volunteer issuing disabled (handicapped) parking violation notices pursuant to city ordinance. Each disabled parking enforcement volunteer shall agree to and shall assume, and specifically hold harmless and fully indemnify the city of Taylorville and its elected and/or appointed officials and officers, employees, and agents from any and all liability for any and all such act(s) or omission(s) by such disabled parking enforcement volunteer.
