6-6-3: VOLUNTEER QUALIFICATIONS:
A disabled parking enforcement volunteer must:
   A.   Be a United States citizen;
   B.   Be at least twenty one (21) years of age;
   C.   Have a high school diploma or GED;
   D.   Be able to acquire the knowledge to understand and apply disabled parking laws, be able to communicate effectively and professionally with individuals, and be able to maintain a cool and calm demeanor under stressful and heated emotional conditions;
   E.   Be capable of identifying an appropriately marked disabled (handicapped) parking space, be capable of identifying a vehicle that is eligible to park in a designated disabled (handicapped) parking space, and be capable of writing correct and legible traffic violation notices and of placing a traffic violation notice on the windshield of a vehicle in a place that will not fall off;
   F.   Have a valid Illinois driver's license and his or her own vehicle, or be able to obtain an alternate form of transportation;
   G.   Pass a background investigation and fingerprinting conducted by the Taylorville police department and sign a form, as approved by the chief of police from time to time, authorizing such background investigation;
   H.   Pass a training course conducted in person by the chief of police;
   I.   Sign a liability release and waiver, on a form approved from time to time by the chief of police, releasing the city and its elected and/or appointed officials, officers, employees, and agents from any and all liability for any personal injuries or death or property damages to such disabled parking enforcement volunteer and acknowledging that he or she is not covered under any workers' compensation insurance or laws while acting as such disabled parking enforcement volunteer; and
   J.   Satisfy all other qualifications as established and required, from time to time, by the chief of police that he deems desirable. (Ord. 3094, 9-16-2002)
