"Hospital therapy services/specialty clinic patient parking only" consisting of four (4) parking spaces along the west side of Pawnee Street between St. Vincent Memorial Hospital's auditorium entrance and the St. Vincent Memorial Hospital's emergency room entrance are hereby established. The specific location of such parking spaces shall be designated by appropriate signage at the location of such parking spaces. Such parking spaces are hereby reserved for patients utilizing the services of St. Vincent Memorial Hospital's therapy services department or specialty clinic department. It shall be unlawful for any person to park his or her vehicle in any such designated parking space unless the driver or any occupant(s) of such vehicle is a patient receiving services at St. Vincent Memorial Hospital's therapy services department and/or specialty clinic department; and in that event such permitted parking time shall be limited to the actual time period in which such patient is receiving such services and the time reasonably necessary to go to and from such parked vehicle to such department(s) for such services.
